What you have done by approving this rule is so incredibly damaging to the 
OTC micro cap markets because you have essentially ceased all shorting and 
therefore all the due diligence done by shorters  IE VDYS (TODAY'S HALT)!!!!!  
Not only have you created a one sided market and let the scammers run free, 
but you have taken away ALL INCENTIVE to do REAL RESEARCH on these companies 
and expose them to the SEC AND THE POTENTIAL INVESTORS.  It's bad enough that 
it took you 6 months to halt VDYS with the information you had from Shorters, 
imagine NO research!!  RE-THINK your mistake before it's too late
