Subject: Ruling S7-10-99 (Offer & sale of securities to Canadian Tax Date: 05/29/2000 8:40 PM I am one of the many ordinary citizens affected by the 1933 act that has effectively frozen my Retirement Savings. The inability to reallocate funds can and will have serious affects on the amount my wife and I will accumulate for our retirement. I understand the reason for the act but it really does not apply to the situation that I and many like me find ourselves in. When my wife and I left Canada to live here in the U.S. we stopped contibuting to our Canadian Retirement Savings Account and started up IRA's here. We left the money there, because the tax ramifications of withdrawing the money and putting it into an IRA would be enormous. We have not contributed too or do we intend to further contribute into these funds, but we still need the ability to reallocate the resources to match current economic conditions. When the markets change, we cannot change our asset mix to compensate and that means that the earnings potential and the future balance of our retirement savings is affected. Do Americans going to Canada have these same restrictions put on there 401K's and IRA's when they move. If they do (which I doubt) that also is truly unfair. I urge you to enact this ammendment as soon as possible, so that I and others like me can once again have conrol over our futures.
