   Russell Horwitz Named Senior Advisor For Policy To Chairman
                             Levitt

     Washington, DC, August 23, 2000 -- Securities and Exchange
Commission Chairman Arthur Levitt today named Russell Horwitz as
Senior Advisor to the Chairman for Policy.  In this newly created
position, Mr. Horwitz will counsel the Chairman on the broad
range of issues before the Commission.

     Chairman Levitt said, "Russell's keen strategic mind and
thorough grasp of the complicated policy issues facing the
Commission will be invaluable in this new capacity.  I appreciate
his continued and enthusiastic service to the Commission in this
very dynamic time in our markets."

     Mr. Horwitz joined the Commission in 1998 and has served as
Special Advisor and Special Assistant to the Chairman.  Prior to
joining the Commission, Mr. Horwitz was Special Assistant to the
National Economic Advisor and Deputy Director of Communications
Research at the White House.

     Mr. Horwitz, 29, earned his B.A. at the University of
Virginia.
