SEC and NYSE and NASDAQ need to invest in technology to make sure "flash traders " and other people trying to exploit trading information. They are just trying to exploit the markets and "scalp" from institutional and individuals
Dont wait to implement these regulations -- these scalpers are making millions each day and Nasdaq is paying them for "volume." Its a joke
